Your Committee on Finance, to which was referred Bill 345, reports
as follows :
Bill 345 proposes to amend Ordinance 86-64, the Capital Improvement
Budget for Fiscal Year 1986-87 , by increasing the appropriation for
the following project:
5296 .16 KAILUA POLICE STATION $348 ,000
Funds for this project shall be provided from the Bond Fund Fund
Balance .
The Department of Public Works has summarized their cash
requirements for the construction of the Kona Police Station and has
determined that $348 ,000 would allow them to proceed with the
awarding of construction bid .
Your committee heard that the low bid was -$4 million; however ,
seventeen deductive alternatives enabled the department to reduce
the bid to $3.5 million . Negotiations with the low bidder to reduce
the scope of work resulted in another reduction of $173 ,000 . The
department was informed that public facilities should be designed as
functional units rather than architectural testimonies . It was also
suggested that a strong message be forwarded to architects that
public facilities be planned for basic services .
Your committee was informed that the landscaping costs of $26 ,600
was deleted. Other deductions discussed were :
Trash enclosure (S 3,800 )
Gas pumps p (S176 ,400 )
Police officers may be inconvenienced by the deletion of the pumps
as arrangements would have to be made with a special vendor or
officers may have to obtain their gas from the mauka station.

The conversion of the standby generators from propane gas to diesel
fuel also will amount to a savings of $78 ,000 . Your committee also
requested the Chief Engineer to look at the roof finish to insure
that the reflections do not cause problems for mauka residents .
The committee has requested the department to prepare a presentation
for the Council meeting illustrating the amendments that took place
since the initial plans were first bidded.
Your Committee on Finance is in accord with the intent and purpose
of Bill 345 and recommends that it s first reading.
