Your Committee on Finance , to which was referred
/Communication No . 951, reports as follows :
The purpose of Communication No . 951 is to request additional funds
to enable the Department of Parks and Recreation to continue their
sponsorship of high school age (15 years to 18 years ) track meets .
Total cost is $3,359, $2,884 for overtime and $475 for bus
transportation.
Your Committee heard that only two schools, Waiakea and Konawaena,
participate in the high school meets . These meets are used as
additional events for participants to qualify and tune-up for the
State meets .
The department had planned to drop the high school events because it
is not the department 's practice to sponsor events for high school
athletes . Track and field is the only sport in which the department
had been involved and, as such, corrective actions were planned . Due
to the unawareness of the participants of the cancellation intent, it
was decided to sponsor the meets for another year .
Your Committee was informed that the additional costs are for
overtime and bus transportation . Although the overtime ($2,884 ) is
based on the worst case scenario, it is anticipated that some lesser
amount would be required because of adjustments to employees ' work
schedules . Unexpended funds will be lapsed .

The Finance Director indicated that funds could be transferred from
the contingency account . Your Committee concurs with the intent of
Communication 951 to allow the Department of Parks and Recreation to
sponsor another season of track and field events for high school
participants and that the high schools should then plan their own
events in the future .
