HomeMy WebLinkAboutREP FC 323 03/20/1987 1984-1988 • REPORTOF THE 111. o ��. _ COMMITTEE ON FINANCE Date : February 24 , 1987 Re: Comm. 819 Place: Councilroom Time: 9 : 00 a.m. Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Finance, to which was referred Bill 282, reports as follows : Bill 282 proposes to amend Ordinance 86-63, the Operating Budget for Fiscal Year 1986-87 , by increasing the General Fund Fund Balance from Previous Year by $8,000 and appropriating same to the Civil Service - Employee Assistance Program. The purpose of Bill 282 is to provide the necessary funds by which the Employee Assistance Program can be initiated as a pilot project in the Police Department . The program is aimed at early intervention whereby employees and their families can refer themselves or can be referred by supervisors for counseling and possible treatment . Your committee heard from the Director of Personnel Services that the main thrust of the program is to assist a good employee in getting back into the mainstream rather than firing him/her . Hard drugs and marijuana are not the problem, alcohol is the most prevalent problem. Primary emphasis will be placed upon getting the employee into some kind of treatment or counseling. The $8 ,000 is a modest sum to initiate this pilot project . The Personnel Director has been providing some assistance to employees on an informal one-to-one basis . With 11 employees , the department is not able to handle any formal program. Upon questioning as to how the unions perceive this program, the Director indicated that they are consulted and fully informed of the program prior to implementation . Thus far , the Director has indicated that all of the unions have been supportive of the program. The Director indicated that this type of problem is management 's responsibility. Your committee requested that if the proposal is approved , that an evaluation report be submitted, to which the Director indicated that the report would be in terms of numbers rather than names because of privacy aspects . Councilman Domingo shared the success of the Hamakua Sugar Company' s program with the committee. He indicated that the program is working well for those who are alcoholics, whose absenteeism is high and those who get hurt more often than others .
