Your Committee on Finance, to which was referred Bill 315 , reports as
follows :
Bill 315 proposes to amend Ordinance 86-64 , the Capital Improvement
Budget for Fiscal Year 1986-87, by adding the following projects : .

5390 . 26 Puna Roads & Drainage 17,600
5691 .01 Papaikou-Paukaa Sewer System 55,800
5696 .04 Solid Waste Transfer Station in 33 ,500
Kailua-Kona
$266 ,300
Funds for these projects shall be provided from the Bond Fund Fund
Balance.
The request by the administration is to reappropriate funds to the
above mentioned projects . The inability to encumber these project
funds in a timely manner forced them to lapse into the Fund Balance
of the Bond Fund .
Reauthorization is necessary to allow the administration to proceed.
Your Committee on Finance is in accord with the intent and purpose of
Bill 315 and recomme ds tha it pass first reading.
