Your Committee on Finance, to which was referred Bill 286, reports as
follows :
Bill 286 proposes to amend Ordinance 86-63, the Operating Budget for
Fiscal Year 1986-87 , by increasing the General Fund Fund Balance from
Previous Year by $202, 391. 84 and appropriating same to the
Contingency Account .
The purpose of Bill 286 is to allocate the balance of the
unappropriated fund balance in the General Fund into the Contingency
Account for future appropriation considerations .
Your Committee on Finance is not in accord with the intent and
purpose of Bill 286 and recommends that it be filed.
