Your Committee on Finance, to which was referred Bill 283, reports as
follows:
Bill 283 proposes to amend Ordinance 86-63, the Operating Budget for
. Fiscal Year 1986-87 , by increasing the General Fund Fund Balance from
Previous Year by $50 ,000 and appropriating same to the Risk
Management Study .
The purpose of Bill 283 is to provide an appropriation for the
contracting of a consultant to assist the County Administration in
its risk management effort . The plan is to retain a risk management
consultant to implement a No Reserve/Cash Flow approach for funding
the County's group medical coverage, to design and implement a .
_ PC-based Risk management Information System, and to establish and
implement an ongoing risk management function.
Your Committee on Finance is not in accord with the intent and
purpose of Bill 283 and recommends hat it be filed.
