Your Committee on Finance, to which was referred Bill 275, reports as
follows :
Bill 275 proposes to amend Ordinance 86-63, the Operating Budget for
Fiscal Year 1986-87, by increasing the General Fund Fund Balance from
Previous Year by $10 ,000 and appropriating same to the Gorse Control
Project .
The purpose of Bill 275 is to provide funds to stop the epidemic
spread of the gorse plant , Ulex europaeus., on the Island of Hawaii by
effectively containing the infestation to the Humuula area and
reducing its population to a level where it can be controlled by a
Biological Control Program. The proposed plan is to (a ) reinstate
the State of Hawaii Department of Agriculture 's noxious weed
cooperative agreement program and (b ) to establish a four-year
bio-control program.
If allowed to spread, the gorse plant will present a major threat to
the Hilo Forest Reserve watershed function .
Your committee is aware that the State Legislature is currently
considering appropriations for a gorse control program and has
• decided to await the outcome of the Legislature before appropriating
County funds .
Your Committee on Finance is not in accord with the intentand
purpose of Bill 275 and recommends that it be filed .
