Chairman and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Bill 270 , reports as
follows :
Bill 270 proposes to amend Ordinance 86-63, the Operating Budget for
Fiscal Year 1986-87 , by increasing the General Fund Fund Balance from
Previous Year by $36 ,500 and appropriating same to the 911 Emergency
Phone System.
The purpose of Bill 270 is to establish an islandwide emergency
response telephone system.
The County of Hawaii remains the only county without a "911"
emergency telephone response service . With the installation of
computerized telephone switching equipment at the Hawaiian Telephone
central office , an improved "Enhanced 911 " service could be available
for the same cost of a "911" .
The $36,500 appropriation will be for initial telephone company
equipment reconfiguration cost . Other attendant costs will be
included as part of the operating budget . Annual recurring costs for
the necessary answering console and allied- equipment would be about
$157,920 per year .
Hopefully, a basic "911" and limited "E911" would be available by
early 1988 .
Your Committee on Finance is not in accord with the intent and
purpose of Bill 270 and recommds that it be filed .
