Your Committee on Finance , to which was referred Resolution
No . 261-87 , reports as follows :
The purpose of Resolution No. 261-87 is to amend the Salary Ordinance
as follows :
Section 8 .14 (b ) . FISCAL DIVISION. DEPARTMENT OF WATER SUPPLY
1 . Reallocate three positions of Account Clerk SR-10 to
Customer Service Representative I SR-11 .
2. Reallocate one position of Clerk-SR-8 to Clerk-Typist
SR-8 .
Section 8 .14 (c ) . ENGINEERING DIVISION. DEPARTMENT OF WATER
SUPPLY
1 . Add one position of Land Surveyor III SR-21 .
Section 8 .14 (d ) . OPERATIONS DIVISION. DEPARTMENT OF WATER
SUPPLY
1 . Add one position of Customer Service Representative II
SR-13.
The Department of Water Supply is a semi-autonomous agency with its
own budget . Their position changes are submitted for amendments to
the Salary Ordinance . Section 3-14 , Hawaii County Charter , requires
that all persons employed by the County shall be paid in accordance
with a pay plan enacted by ordinance . Section 7-1 .5 , Hawaii County
Charter , also requires that all positions in the service of the
County shall be classified within a position classification plan.
Employees of the Department of Water Supply are employed by the
County and, as such, are included in the Salary Ordinance .

Your committee was assured that funds would come from the Department
of Water Supply 's budget .
In committee discussion, your committee heard that the creation and
classification of positions are determined by the Department of Civil
Service and the filling of vacancies is up to the departments . The
Land Surveyor III position is a new position as the DWS is without a
land surveyor .
Your committee also heard that the Customer Service Representative is
a more appropriate position for counter service . Current counter
service is being provided by Account Clerks .
Pursuant to Section 3-14 , Hawaii County Charter , interim amendments
to the Pay Plan may be made by resolution.
Your Committee on Finance concurs with the intent of Resolution
No . 261-87 and recommends its a ption.
