Your Committee on Finance, to which was referred Resolution
No . 255-87 , reports as follows :
The purpose of Resolution No . 255-87 is to amend the Salary Ordinance
as follows :
Section 8 .16 . HAWAII CIVIL DEFENSE AGENCY
1 . Reallocate one position of Civil Defense Plans and
Operations Officer SR-24 to Assistant Civil Defense
Administrator SR-26 .
2 . Reallocate one position of Senior Clerk-Stenographer
SR-11 to Secretary SR-14 .
3 . Reallocate one position of Clerk-Typist SR-8 to Account
Clerk SR-10 .
In order to accomplish the workload being placed upon the Civil
Defense Agency, the organizational structure is being amended .
1 . The reallocation of the Civil Defense Plans and Operations
Officer SR-24 to Assistant Civil Defense Administrator SR-26
will ensure that mandated responsibilities are achieved.
The Hawaii Labor Relations Board approved the deletion of
the Civil Defense Plans and Operations Officer only if the
Assistant Civil Defense Administrator is created .
2 . The reallocation of the Sr . Clerk-Stenographer SR-11 to
Secretary SR-14 is also based upon workload increases due to
the requirements of the agency's mandated responsibilities .
3, The reallocation of one position of Clerk-Typist SR-8 to
Account Clerk SR-10 is necessary to take care of bookkeeping
functions because of additional and more demanding
assignments being placed upon the Logistics and Supply
Officer .
In all cases, reallocation costs were not budgeted but will be
accommodated through internal budget adjustments within the agency.

Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Pay Plan may be made by resolution .
Your Committee on Finance concurs with the intent of Resolution
No . 255-87 and recommends its adoption .
