Your Committee on Finance, to which was referred Bill 307, reports as
follows:
Bill 307 proposes to amend Ordinance 86-64, the Capital Improvement
Budget for Fiscal Year 1986-87 , by adding the following project:
Waiakea Flood Control $40,000
Funds for this project will be provided from the fund balance of the
Bond Fund.
This project will enable the construction of 2, 000+ lineal feet of
chain link fencing along both sides of the Waiakea Stream from
Kupulau Road in the makai direction. This is a reappropriation of a
project which lapsed on June 30, 1986. Property owners have
requested the fencing for many years.
Mr . Robert Brook, representing the Hale Aloha Christian Schools ,
spoke in favor of the appropriation for the safety of the children.
Your committee heard from the Chief Engineer that this project was
originally a part of the Waiakea Stream fencing project ; however,
because of inadequate funds , it was deleted. Because of need, this
project was resurrected as a separate project . Bidding has been
completed and ready for contract award .
Your Committee on Finance is in accord with the intent and purpose of
Bill .307 and recommends that it pairst reading .
