Your Committee on Finance, to which was referred Resolution
No. 243-87 , reports as follows :
The purpose of Resolution No. 243-87 is to amend Section 3. (E) of
Ordinance No. 86-65 relating to the salaries of the members of the
Hawaii County Band and the Hamakua Band.
The revised pay plan for the Hamakua and Hawaii County Band members
are being proposed because: 1) the last time salaries were adjusted
was in 1981 ; and 2) the principle of pay in accordance with
identified proficiency/responsibility levels and time in service is
being introduced. Funds for the new pay rates are available in the
Department of Parks and Recreation 's 1986-87 budget .
Your committee heard from the Band Director, Parks & Recreation
Director , and Deputy Personnel Director that funds have been budgeted
and that budget impacts for future years should be minimal because of
the three-year period for incremental considerations .
Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Pay Plan may be made by resolution.
Your Committee on Finance concurs with the intent of Resolution
No . 243-87 and recommends its adoption.
