Your Committee on Finance, to which was referred Bill 278, reports as
follows :
Bill 278 proposes to amend Ordinance 86-63, the Operating Budget for
Fiscal Year 1986-87 , by increasing the General Fund Fund Balance from
Previous Year by $175,000 and appropriating same to Interest on
General Obligation Bonds .
The purpose of Bill 278 is to cover six months ' interest payment to
accommodate a proposed general obligation bond issue of $5 million.
Your Committee on Finance is not in accord with the intent and
purpose of Bill 278 and recommends 'that it be filed .
