Your Committee on Finance, to which was referred Res. 238-87, reports
as follows:
The purpose of Resolution 238-87 is to amend the Salary Ordinance as
follows :
Section 8.11. DEPARTMENT OF CIVIL SERVICE
ManagementSpecialist Add one position of Personnel I
SR-18.
The new position is justified on the basis that there is an
insufficient number of personnel management specialists in the
department to manage and provide adequate services to the County in
the area of personnel administration. This position will provide
backup services in the areas of labor relations and training. The
present training officer is contemplating retirement, possibly this
year, therefor there is a need for this new position.
Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Pay Plan may be made by resolution.

Your Committee on Finance concurs with the intent of
Resolution 238-87 and recommends its adoption.
