Your Committee on Finance, to which was referred Res. 237-87, reports
as follows :
The purpose of Resolution 237-87 is to amend the Salary Ordinance as
follows :
Section 8.09(a ) . OFFICE OF THE DIRECTOR OF PARKS AND RECREATION
1 . Reallocate one position of Clerk-Typist SR-8 to Senior
Clerk-Typist SR-10.
Section 8.09(c) . MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND
RECREATION
1 . Reallocate one position of Park Caretaker I WB-2 to
Laborer II WB-3.
Section 8.09(d) . MUNICIPAL GOLF COURSE. DEPARTMENT OF PARKS AND
RECREATION
1 . Reallocate one position of Tractor Mower Operator WB-4
to Golf Course Groundskeeper II WB-4.

The reallocation of Clerk-Typist SR-8 to Senior Clerk-Typist SR-10 is
justified because of the major change in the duties performed on a
daily basis (collection of user fees for the different
parks/facilities since 1978) and the direction this position has
taken.
The reallocation of Park Caretaker I WB-2 to Laborer II WB-3 is
justified because of the need to change the type of duties from
beautification and landscaping to park construction work .
The reallocation of Tractor Mower Operator WB-4 to Golf Course
Groundskeeper WB-4 is to change the title of the position.
The Elderly Activities Division is deleting two positions of
Recreation Aid SR-7 and changing the time element of the three
positions of Site Manager SR-9 from 1/2 time to 3/4 time who will be
utilized in coordinating and implementing a wider range of activities
for retirees in their respective districts and to streamline the
operations at the respective senior citizen centers.
Per Communication 860.1 , dated January 5 , 1987, the Personnel
Director requested that two items from Resolution 237 be deleted for
the Elderly Activities Division: Deletion of two positions of
Recreation Aid SR-7 hourly; and changing the time element of three
positions of Site Manager SR-9 from 1/2 time to 3/4 time .
Pursuant to Section 3-14, Hawaii County Charter, interim amendments
to the Pay Plan may be made by resolution.
Your Committee on Finance concurs with the deletion of the two items,
as requested in C-860.1, and recommends the adoption of
Resolution 237-87, as amended.
