Your Committee on Finance, to which was referred Bill 288, reports as
follows :
Bill 288 proposes to amend Ordinance 86-64, the Capital Improvement
Budget for Fiscal Year 1986-87, by adding a new project entitled
Kuakini Highway - Sidewalk Construction ($300,000) and redesignating
the source of funds for the Traffic Signal - Palani/Post Office
($85,000) project.
The purpose of Bill 288 is to complete the appropriation process
which began with Bill 287 , which provided for the transfer of
$385,000 from the Highway Fund Fund Balance to the Capital
Improvement Fund. Three hundred thousand dollars would be allotted
to the Kuakini Highway - Sidewalk Construction project and the
$85,000 would be allotted to the Palani/Post Office traffic signal .
Bill 288 also redesignated the funding source for the traffic signal
from the sale of General Obligation Bonds to the Highway Fund Fund
Balance .
The Palani Road/Kailua Post Office Traffic Signal project was
originally appropriated by Ordinance 86-64.
Your Committee heard from the administration that the Kuakini Highway
- Sidewalk Construction project is being recommended to take
advantage of reduced construction costs by including the work with
other improvements along the Kuakini Highway. It was also disclosed
that the Kailua Special District and Urban Design Review Commission
supported the project. However , upon questioning whether alternative
projects for Kailua Village were presented to the Commission, the
response was in the negative. The Planning Director suggested that
he be allowed to present alternatives to the Commission at their next
meeting.

Your Committee recommended that Bill 287 be amended by reducing the
transfer of Highway Fund Fund Balance from 8768,000 to 8468,000. In
consonance with the recommendation to reduce the Highway Fund Fund
Balance transfer by 8300,000, your Committee also amended Bill 288 by
deleting the appropriation of $300,000 for the Kuakini Highway -
Sidewalk Construction project (Capital Budget) .
Your Committee on Finance is in accord with the intent and purpose of
Bill 288, Draft 2, and recommends that it pass first reading .
