HomeMy WebLinkAboutREP FC 246 12/03/1986 1984-1988 _ _ - 411 REPORT OF THE 411 COMMITTEE ON FINANCE Date: November 24, 1986 Re: Comm. 819 Place: Councilroom Time: 10:30 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 287, reports as follows : Bill 287 proposes to amend Ordinance 86-63, the Operating Budget for Fiscal Year 1986-87, by increasing the Highway Fund Fund Balance from Previous Year by $768,000 and appropriating $385,000 to the Transfer to Other Funds, $200,000 for Saddle Road Safety Improvement , and $183,000 for Highway Maintenance Adm-Motor Vehicle. The purpose of Bill 287 is to appropriate $768,000 of the $801, 235 .75 of the unappropriated Highway Fund Fund Balance. Three hundred eighty-five thousand dollars is being transferred to the Capital Improvement Fund for the Kuakini Highway - Sidewalk Construction ($300,000) and Traffic Signal - Palani/Post Office ( $85,000) projects . One hundred eighty-three thousand dollars is being earmarked for equipment replacement. Eight pieces of equipment ranging from pickup trucks, mowers to diesel dumper units are planned for replacement. Two hundred thousand dollars is being earmarked for improvements to the Saddle Road upon approval by the Board of Land and Natural Resources of a CDUA application. Three hundred thousand dollars is being transferred to the Capital Improvement Fund for Kuakini Highway Sidewalk Construction. The development of sidewalks will provide for improved pedestrian safety and responds to the needs of the Kailua Village concept . Eighty-five thousand dollars is being transferred to the Capital Improvement Fund to install traffic signals at the Palani Road/ Post Office intersection. The $85,000 is the County' s share of the estimated $250,000 project . The balance of funds will be provided by the Lanihau Corporation and the Liliuokalani Trust. FC REPORT NO , 246 ADOPTED : DEC 3 1986 i • 0 FC 246 Page 2 November 24, 1986 Your Committee heard from the administration as to their desires to construct sidewalks along Kuakini Highway between Palani Road to Hualalai Street. Your Committee was not convinced that this project was the best expenditure of the X300,000. The Kailua Special District and Urban Design Review Commission will be presented with alternative considerations . Your Committee amended Bill 287 by reducing the amount of the transfer from the Highway Fund Fund Balance by X300,000 (Kuakini Highway - Sidewalk Construction) . The $300,000 will be considered at a later date after input from the Commission is obtained.
