Your Committee on Finance, to which was referred Bill 274, reports as
follows :
Bill 274 proposes to amend Ordinance 86-64, the Capital Improvement
Budget for Fiscal Year 1986-87 , by adding two new projects :
Alii Drive Shoulder Improvement/Bikeway ($50,000) ; and Pahoa Police
Sub-Station ($100,000) .
The purpose of Bill 274 is to establish enabling legislation to
appropriate and to allot funds to the two new projects mentioned
above. Funds for these projects will be allotted from the fund
balance of the General Fund. Bill 271 provides for the transfer of
these funds from the General Fund to the Capital Improvement Fund.
Funds for the Alii Drive Shoulder Improvement Project will be used to
initiate improvements along Alii Drive to address the concerns of the
pedestrians, joggers and cyclists who utilize the roadway for
exercise and recreation purposes.
Population increase in Puna has resulted in the need for additional
services , especially in the area of public safety. The $100,000 will
allow the Police Department to establish a substation facility in the
town of Pahoa
Your Committee in in accord with the establishment of the two new
projects and recommends the passage of Bill 274 on first reading .
