Your Committee on Finance, to which was referred Bill 271, reports as
follows :
Bill 271 proposes to amend Ordinance 86-63, the Operating Budget for
Fiscal Year 1986-87, by increasing the General Fund Fund Balance from
Previous Year by $500,000 and appropriating same to the account
entitled "Transfer to Other Funds" .
The purpose of Bill 271 is to establish the vehicle by which funds
can be transferred to other funds from the General Fund.
Bill 271 proposes to transfer $350,000 to the County Housing
Revolving Account and $150,000 to the Capital Improvement Fund.
Your Committee heard from the County Housing Agency as to their
desires to develop a Kealakehe Housing Plan for 1 , 500 acres of• State
lands located in Kealakehe. The proposal will provide possibilities
of developing a community based upon multiple land use applications .
Hotel resort development growth in South Kohala has placed increased
pressures upon the need to address housing shortages . Piecemeal
housing considerations are no longer effective.
Your committee expressed its concern that hotel employees in
South Kohala come from many communities, including Hilo. It was
suggested that the study should be expanded to include the housing
needs of the entire island. Your committee was made aware that the
proposal will confine itself to the 1 , 500 acres in Kealakehe and
hopefully will result in the development of housing units for more
than just the target group.

Your committee amended Bill 271 by decreasing the transfer amount by
the $200,000 for the Kealakehe Housing Plan.
Your Committee on Finance is in accord with the intent and purpose of
Bill 271, Draft 2, and recommends that it pass first reading .
