Your Committee on Finance, to which was referred Bill 255 after first
reading by the Council on October 15 , 1986 , reports as follows :
The purpose of Bill 255 is to amend Ordinance 86-64, the CIP budget,
by adding the following projects:

The monies for the projects shall be provided from the Bond Fund Fund
Balance Account #2271 .00 . The request is being made because these
11 projects , which were previously authorized by the Council , have
lapsed according to Section 10-10 of the Hawaii County Charter .
In committee discussion , it was decided to defer , for further review,
10 of the 11 proposed projects , totalling $706,000 , and to amend the
bill accordingly. The only project to be approved at the present
time is the Kailua Police Station, $3,000 ,000 , Account #5296 .16 .

Pursuant to Section 10-6 , Hawaii County Charter , the Council, by
ordinance and the affirmative vote of two-thirds of the entire
membership, may amend the capital budget for that year .
Your Committee on Finance concurs with the intent of Bill 255 ,
Draft 2, and recommends that it pass second and final reading.
