Your Committee on Finance , to which was referred Bill 263, reports as
follows :
The purpose of Bill 263 is to amend Ordinance 86-64, the CIP Budget,
by adding the following project:
DEPARTMENT OF PUBLIC WORKS
Pauahi Street Traffic Signal Improvements $396 ,872
(110-399-5392.79-115)
Funding for the project shall be provided from Federal Grants
Receivable .
During committee discussion, the members shared concern over the need
for signal improvements to the Kamehameha Avenue/Pauahi Street and
Kilauea Avenue-Pauahi Street intersections and questioned why other
"non-signalized" intersections , such as the Waianuenue Avenue/
Komohana Street, have not been improved instead. The Chief Engineer
explained that the Federal grant contains strict application
parameters and requires that the proceeds be used to improve existing
signalization ; therefore , reducing the application of the grant to a
very finite number of areas . The Public Works Department considers
the intersections to be funded a priority item due to the congestion
during peak hour traffic. Further , these intersections qualify under
the Federal grant guidelines , thus making available 100 percent
Federal funding for the improvements .
Pursuant to Section 10-6 , Hawaii County Charter , the Council , by
ordinance and the affirmative vote of two-thirds of the entire
membership, may amend -the capital budget for that year .

recommends that it pass first reading .
