Your Committee on Finance , to which was referred Resolution 223-86 ,
reports as follows :
The purpose of Resolution 223-86 is to transfer $1 ,100 as follows:

The monies are being transferred to cover estimated overtime
expenditures . Because no monies are budgeted for overtime, the
unused funds in the regular salary and wage accounts of the
respective agencies are being tapped.
The Research & Development Department was requested to submit a
breakdown of the overtime incurred.
Pursuant to Section 10-9 Hawaii County Charter , the Council , by
resolution , may transfer part or all of any unencumbered
appropriation balance from one agency to another .
