Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 257, reports as follows: The purpose of Bill 257 is to amend Chapter 2, Article 16 , Section 2-101 (b ) , Hawaii County Code , relating to compensation for use of private automobiles . Upon its passage, employees who are excluded from the various bargaining units shall be paid the same rates provided for in negotiated contracts of bargaining units that these employees would have belonged to had they not been excluded. Further , all other officers and employees of the County not covered by collective bargaining, including County Council members , shall be entitled to mileage reimbursement at a rate equal to the highest rate payable to any County employee in a bargaining unit . During committee discussion, it was clarified by the .Deputy Personnel Director David Luke that the mileage reimbursement rates for employees excluded from collective bargaining would be based on those rates negotiated by the collective bargaining unit that would have represented them had they been given collective bargaining status . The bill was introduced to clear up potential discrepancies that may currently exist between the executive order and existing ordinance which regulates automobile mileage compensation. The Deputy Director stated that no financial impact would be realized by the bill because mileage reimbursements are being administered in accordance with the executive order .
