Your Committee on Finance, to which was referred Bill 254 , reports as
follows:
The purpose of Bill 254 is to amend Chapter 10 , Article 2,
Section 10-11, Hawaii County Code , relating to permits for grading,
grubbing, and stockpiling.
The bill proposes to raise the current fees for grading, grubbing,
and stockpiling as follows:
Volume of Material Permit Fee
0 - 100 cubic yards [$2] s5
101 - 1,000 cubic yards [ $2] S5 for the first one hundred
cubic yards plus $2 for each
additional one hundred cubic yards or
fraction thereof .
1 ,001 - 10 ,000 cubic yards [ $20 ] $25 for the first one thousand
cubic yards plus $2 for each
additional one thousand cubic yards
or fraction thereof .
10 ,001 cubic yards or more [ $38] $41 for the first ten thousand
cubic yards plus [$1 ] $2 per one
thousand cubic yards or fraction
thereof .
In addition, the permit fee for grubbing an area in excess of an acre
shall be raised from [$2 ] to 45 plus [$1] l2 for each additional
5 acres or fraction thereof. The stockpiling permit fee shall be
raised from [$2] to gl for stockpiling in excess of. the first 500
cubic yards plus [ $1] l2 for each additional one thousand cubic yards
or fraction thereof .

The fee increases, which are being proposed by the Public Works
Department, will remain to be inadequate to offset the $25 average
processing cost per permit.
Your Committee on Finance concurs with the intent of Bill 254 and
recommends that it pass first reading .
