Your Committee on Finance, to which was referred Resolution 210-86,
reports as follows:
The purpose of Resolution 210-86 is to comply with the provisions of
Section 10-11, Hawaii County Charter , regarding the approval of
contracts, leases, or other obligations requiring payment of funds
from appropriations of a later fiscal year or of more than one fiscal
year .
The County of Hawaii has entered into agreement for the purchase of
certain condominium office units at the Hilo Lagoon Centre for the
relocation of the Department of Civil Service, Department of Liquor
Control , and the Office of Corporation Counsel .
A condition to the purchase agreements is the requirement that owners
of the condominium units pay their pro rata share of the common area
expenses which, in the County's case, amounts to $4,307 .02 per month.
Common area expenses will occur as long as the County maintains
ownership. Obligations will extend into future fiscal years, thereby
requiring approval by resolution.
Resolution 210-86 resolves to:
1 . Approve and authorize the payment of said common expenses to
the Association of Condominium Owners of the Hilo Lagoon
Centre beyond the current fiscal year ; and
2. That sufficient funds be budgeted in future fiscal years to
cover the legal obligations of the County for the common
expenses appurtenant to the ownership of its office units .
Your Committee was informed by the Finance Director that 21 parking
stalls come with the purchase. Eleven stalls will be assigned to the
agencies relocating in the Hilo Lagoon Centre and the remaining
stalls will be assigned to the parking pool area for the general
public.
Your Committee also voiced its concern regarding the designation of
the Corporation Counsel 's Office as one of the agencies for
relocation. Your Committee felt that the Corporation Counsel serves
as legal advisor to both the Mayor and the Council and should remain
in the County Building for ready access. Therefore, your Committee
recommends that the Council take a position that the administration
reconsider its decision to relocate the Corporation Counsel ' s Office
to the Hilo Lagoon Centre.

Your Committee on Finance is in accord with the intent of
Resolution 210-86 and recommends its adoption.
