Your Committee on Finance, to which was referred Resolution 203-86,
reports as follows :
The purpose of Resolution 203-86 is to amend the Salary Ordinance as
follows:
Section 8.16. HAWAII CIVIL DEFENSE AGENCY.
1 . Add one position of Civil Defense Plans and Operations
Officer SR-24.
The new position is justified on the basis that increased workloads
have been experienced due to a series of natural and manmade
disasters. The shortage in manpower has hampered efforts in
preparedness assistance to the private sector .
Pursuant to Section 3-14, Hawaii County Charter, interim amendments
to the Pay Plan may be made by resolution.
Your Committee on Finance concurs with the intent of
Resolution 203-86 and recommends idoption.
