Your Committee on Finance, to which was referred Resolution 200-86,
reports as follows :
The purpose of Resolution 200-86 is to amend the Salary Ordinance as
follows :
Section 8.12 . POLICE DEPARTMENT
1 . Reallocate six positions of Senior Clerk-Stenographer
SR-11 to Police Operations Clerk SR-13.
The six position reallocation is being justified on the basis that
more sophisticated recordkeeping is needed for personnel and payroll
records . Furthermore, the clerk-stenographers occasionally assume
responsibility for driver licensing and firearm registration which
adds to their workload .
During committee discussion, the Personnel Director explained that
the reallocation has been recommended based on a field audit which
showed that the stenographers were working as dispatchers in some
instances and doing a myriad of other duties in addition to their
normal transcribing duties. He further explained that because a
field audit had to be conducted prior to reallocating these
positions, the department head was not able to determine the
classification and therefore could not budget funds for this
purpose. The Finance Director explained that the monies for the
positions would be provided from the gasoline accounts .

Pursuant to Section 3-14, Hawaii County Charter, interim amendments
to the Pay Plan may be made by resolution .
Your Committee on Finance concurs with the intent of
Resolution 200-86 and recommends its adoption.
