Your Committee on Planning, to which was referred Bill No. 59, reports as follows:
Bill No. 59, transmitted jointly with Bill 60, by Mayor Harry Kim, via Communication No. 386,
dated July 26, 2017, amends the State Land Use Boundaries Maps for the County of Hawaii by
changing the District Classification from the Agricultural District to the Urban District at
Kea'au, Puna, Hawai`i, covered by Tax Map Key: 1-6-141:002.
The Windward Planning Commission forwarded its favorable recommendation for this
amendment to the State Land Use Boundaries Maps.
Planning Consultant Mr. Sidney Fuke, representing the applicant, came forward to provide a
brief background and answer questions. Council Member Eileen O'Hara inquired as to whether
improvements were going to be made within the project area, to which Mr. Fuke responded
affirmatively.
The vote was taken on the motion to approve Bill 59 and passed with eight ayes. Council
Member Jennifer Ruggles was not present at this meeting.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 59, and
recommends its passage on first reading.
