Re: Agreement with the National Oceanic and Atmospheric Administration Office for
Coastal Management
Enclosed is a resolution to enter into an agreement with the National Oceanic and
Atmospheric Administration Office for Coastal Management. This agreement partners
the County with this organization for the collection and processing of Light Detection
and Ranging (Lidar) data.
The Department of Public Works requests that this resolution be waived from the Finance
Committee and be placed on the September 7,2017 Council agenda because time is of
the essence for this agreement. If there are any questions,please do not hesitate to call
Aaron Brown of the Department of Department of Public Works at 961-8463.

A. REQUEST:
For a resolution authorizing the Mayor to enter into a Memorandum of Agreement with the National Oceanic
and Atmospheric Administration (NOAA) Office for Coastal Management (OCM) regarding the sharing of
cost for collection and processing of digital geographic data for the entire Hawaii Island.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This agreement partners the County of Hawaii with the NOAA for the collection and processing of Light
Detection and Ranging (Lidar) data covering the entire Hawaii Island (4028 square miles). The County of
Hawai`i's contribution of$150,000, which covers the cost.for 400 square miles, will be a portion of a larger
data collection for the entire island. OCM will share the data for the entire Hawaii Island (4028 square miles)
with the County of Hawaii for contributing to the data collection.
Request that this Resolution waive the Finance Committee to be heard at County Council due to the time
sensitivity of this agreement.

RE: Resolution No. 263-17 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE NATIONAL OCEANIC
AND ATMOSPHERIC ADMINISTRATION OFFICE FOR COASTAL MANAGEMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review., However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
