Your Committee on Public Works and Parks and Recreation,to which was referred Resolution No. 253-17,
reports as follows:
Resolution No. 253-17, transmitted by Council Member Susan L. K. Lee Loy, via Communication 385
dated July 28, 2017, urges the Mayor and the Director of Parks and Recreation to expedite.the
construction of a skate park facility in the South Hilo District.
Chapter 15, Parks and Recreation, Section 15-31 of the Hawai`i County Code 1983 (2016 Edition, as
amended), prohibits the use of roller skates and skateboards in parks and recreational areas "except in
locations designated by the director by the posting of appropriate signs."Many testifiers stated that there
were no legally designated facilities to enjoy roller skates and skateboards in the South Hilo District.
Several Council Members expressed support of this measure and discussed various means to locate and
fund a Hilo facility. Support was also expressed for the completion of the Pahoa skate facility.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Resolution No. 253-17, and recommends its adoption.
