Towill Corporation, Joseph K. Conant, Director, HFDC; and Edward Y. Hirata, Director, DOT. Comm. 2580: PROTEST REGARDING SCHEDULED TIME - PC COMMITTEE RECONVENING OF FEBRUARY 27, 1991 MEETING _ From Dave Smith, President, Big Island Press Club, dated May 20, 1991, protesting that the Planning Committee reconvened its meeting on February 27, 1991 prior to the actual stated time. States they assume the situation was merely an oversight and that they hope the Council shares their concern regarding the impropriety of the situation and will prevent similar occurrences in the future. Comm. 2581: CHANGE OF ZONE ORDINANCE NO. 91-27 (R684) APPLICANT: EHO ASSOCIATES, INC. REQUEST: OPEN TO CV TMK: 7-4-15: PORTION OF 15 Copy of letter to Brad Drevno, Bedford Properties, from Planning Director Norman K. Hayashi, dated May 20, 1991, acknowledging receipt of their letter informing that they have terminated the lease option on the property with Queen Liliuokalani Trust and will not proceed with Phase II of the Kona Coast Shopping Center. PC-56 Page 2 June 12, 1991 Comm. 2598: CHANGE OF ZONE ORDINANCE NO. 89-30 (R618) APPLICANT: SANFORD OKURA/HARUE MATSUMOTO REQUEST: STATUS OF BARRICADE IN COMPLIANCE WITH CONDITION D TMK: 7-3-05:93 AND 94 (FORMERLY PORTION 85) Copy of letter to Sanford K. Okura, Esq., Dixon and Okura, from Planning Director Norman K. Hayashi, dated May 30, 1991, following up on his staff's telephone conversation regarding the referenced matter as well as his letter dated April 30, 1991 requesting that the temporary traffic barricade be relocated to the southern boundary of the subject properties and that proof of compliance be submitted to his office no later than June 2, 1991. Informs pursuant to discussions at the May 22, 1991 Planning Committee meeting and with the affected agencies, and receipt of a May 7, 1991 letter from the Kona Palisades Estates Community Association, the temporary traffic barricade may remain at its present location along the subject properties' northern boundary line~and that Condition D has been complied with. Comm. 2599: KUKUIHAELE LAND USE PLAN From Council Chairman Russell S. Kokubun, dated June 3, 1991, transmitting for review and consideration the Kukuihaele Land Use Plan, prepared for the Hamakua Sugar Company by Belt Collins & Associates, dated April, 1991. Comm. 2604: TIME EXTENSION REQUEST TO CONDITION B CHANGE OF ZONE ORDINANCE NO. 88 152 (R 604) APPLICANT: RICHARD TREADWELL TMK: 6-6-02:3, 4, 5, AND 6 Copy of letter to Richard Treadwell, from Planning Director Norman K. Hayashi, dated June 3, 1991, informing denial of his request for a three-year time extension in which to comply with Condition B of Ordinance No. 88 152, for reasons, as listed. States he has the option of forwarding his request to the Council for consideration. Informs the request, to be filed with his office and accompanied by a $100 filing fee, shall state the reasons for his request, PC-56 Page 3 June 12, 1991 Comm. 2604: the status of the proposed development and his (Cont'd) compliance with the conditions of approval. Comm. 2605: Copy of letter to D. J. Hosbein, from Planning Director Norman K. Hayashi, dated June 4, 1991, acknowledging receipt of his letter of May 10, 1991 informing of their progress with regards to meeting the conditions of Ordinance No. 88 152 (Rez No. 609). Informs that a request for a time extension of three years in which to comply with Condition B (construction timetable) of the ordinance has been submitted by Richard Treadwell and that the request is presently under review and that he will be informed of their decision as soon as it is rendered. UNFINISHED BUSINESS Bill 186: AMENDMENT TO HAWAII COUNTY CODE Amends the Hawaii County Code by adding a new chapter relating to development agreements.
