HomeMy WebLinkAboutREP FC 202 09/03/1986 1984-1988 • REPORT OF THE • COMMITTEE ON FINANCE Date: August 26 , 1986 Re: `Comm. 726 Place: Councilroom Time: 9: 00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution 198-86, reports as follows : The purpose of Resolution 198-86 is to amend the Salary Ordinance as follows : Section 8.08(d ) . AUTOMOTIVE DIVISION. DEPARTMENT OF PUBLIC WORKS 1 . Reallocate one position of Field Lubrication Worker WB-6 to Automotive Mechanic Helper WB-5 . 2. Add one position of Welder WB-10 (Temporary as needed ) . Section 8.08(f-1 ) . SOUTH HILO, HIGHWAY MAINTENANCE DIVISION. DEPARTMENT OF PUBLIC WORKS 1 . Transfer from Section 8.08(f-2 ), Hamakua and North Hilo, Highway Maintenance Division, one position of Laborer II WB-3 and reallocate to Assistant Clerk SR-4. The reclassification of the Field Lubrication Worker WB-6 to Automotive Mechanic Helper WB-5 was justified on the basis that the type of work performed should be performed at a lower level . By reclassifying the position to a WB-5, the employee may continue the normal fuel pumping for part of the day and provide support as a mechanic helper for the remaining time. The addition of a temporary as needed Welder WB-10 to the Automotive Division was justified on the basis that the division recently acquired the responsibility to maintain and repair all solid waste equipment. Currently, there is one welder in this division that is already backed up with work . The additional position would prevent the closing of waste transfer stations for lack of safe operable trailers . FC REPORT No . 202 ADOPTED: SEP 3 '986 r 411 111 FC- 202 Page 2 August 26 , 1986 The amendment with regard to Section 8.08( f-1 ), South Hilo Highway Maintenance Division, is being sought to correct an inconsistency which has occurred due to a Laborer II doing clerical work . The employee has been given light duty responsibilities because of a back condition. During committee discussion, the Deputy Chief Engineer of Public Works explained that the heavy welding workload has necessitated the need to contract work out. The Deputy feels that the contracted work will not be affected with the new position because of the amount of work required to repair the County's trailer fleet. When questioned why all the work isn 't being contracted out, the Deputy cited the department 's need to have an employee at their disposal to simplify identification of the work task and to expedite repairs . Pursuant to Section 3-14, Hawaii County Charter, interim amendments to the Pay Plan may be made by resolution.
