Your Committee on Finance, to which was referred Bill No. 220,
reports as follows:
The purpose of Bill No. 220 is to amend Ordinance 86-63, the
Operating Budget, by increasing revenues in the Housing Fund as
follows:

Of the total request, 13,458,161 will be utilized to pay rent
subsidies under the Annual Contributions Contract SF-461E for the
Section 8 Housing Assistance Payments Program; 1247, 000 will be used
for rental subsidies to qualified residents of the County-owned
Kulaimano Elderly Housing Project (Contract SF-9073 ) ; and 160,694
will be received to administer the new Housing Voucher Program. The
new program retains the original intent of the Section 8 program;
however , it does not place any limits a recipient may pay for a
participating rental unit.
Pursuant to Section 10-8, Hawaii County Charter, the Council may make
supplemental appropriations by ordinance up to the amount of
available revenues .
Your Committee on Finance concurs with the intent of Bill 220 and
recommends that it pass first reading.
