HomeMy WebLinkAboutREP FC 197 08/06/1986 1984-1988 REPORT OF THE 110 COMMITTEE ON FINANCE Date: July 29, 1986 Place: Councilroom Time: 9: 00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution 193-86, reports as follows : The purpose of Resolution 193-86 is to transfer 125,547 from the Clerk-Council Svc-OCE - RPT Performance Audit Account and appropriate same to the Research and Development - Ahi Burn Extension Program Account . During the committee discussion, Dr. Robert Nakamura, a University of Hawaii professor from Manoa, explained that the additional funding would primarily benefit the Hawaii County fishermen because the vast majority of "burnt tuna" on the market comes from the Big Island. Acting as the director of the ahi burn study, he cited concern over interrupting the course of the program because of the potential loss of key employees and loss of the program's momentum. The funding from the County would supplement a $6,500 Sea Grant Program contribution and a 16, 000 DPED grant which should be funded shortly. The monies would be used to implement the solutions to the burning problem by training the local fishermen. In further discussion, the Research and Development Director offered the following four options for the program's survival: 1 . Adopt the proposed Resolution 193-86. 2. Create an extension service either through the Sea Grant Program or appropriate State agency, modeled after the Department of Agriculture. 3. Retain a seasonal employee (33% ) for extension type service. 4. Continue seminars and programs funded by the Sea Grant Program and assistance from his department. III 111 FC-197 Page 2 July 29, 1986 Other concerns of the committee were shared over the County's role of funding such a project for actual operating expenses because the original intent of a earlier appropriation was to provide seed money for developing the program. Some of the committee members also felt that if funding is to be provided, it should be initiated by the Research & Development Department and funded through their budget . Another concern was the poor quality of the ahi and the market limitations imposed by having to sell the fish intra-state . At the Finance Committee meeting held in Kau on July 8, Dr . Nakamura and two individuals representing the fishermen spoke in support of the continuation of the program. Pursuant to Section 10-9, Hawaii County Charter, the Council may transfer part or all of any unencumbered appropriation by resolution. Your Committee on Finance, after much discussion and deliberation, recommends adoption of Resolution 193-86 .
