Your Committee on Finance, to which was referred Communication 617,
reports as follows:
The purpose of Communication 617 is to confirm or deny the
appointment of Mr . Russell A. Botelho to the Board of Ethics . An
independent from Hamakua, Mr . Botelho ,will serve through December 31,
1988 in place of Ms . Shirley Lewis who has resigned .
Mr . Botelho is employed by the Hamakua Sugar Company and has been a
former chairman and member of the Civil Service Commission .
During public testimony, the Civil Service Director spoke in favor of
the appointment of Mr . Botelho to the Board of Ethics .
Pursuant to Section 13-4, Hawaii County Charter , board and commission
members shall be appointed by the Mayor and confirmed by the Council .
Your Committee on Finance recommends approval of the appointment of
Mr . Russell A. Botelho to the Board of Ethics .
