Your Committee on Finance , to which was referred Bill 194 , reports as
follows:
The purpose of Bill 194 is to close the Hilo Sewer Fund III-A account
and transfer any unappropriated funds or unencumbered project
balances to the Hilo Wastewater System project of the Public
Improvement Bond Fund .
The bill will complement Bill 193 which will receive the funds
described above .
Pursuant to Section 10-8, Hawaii County Charter , the Council , by
ordinance , may make supplemental appropriations for the year up to
the amount of available revenues .
Your Committee on Finance concurs with the intent of Bill 194 and
recommends that it pass first reading.
