Your Committee on Finance , to which was referred Bill 193 , reports as
follows:
The purpose of Bill 193 is to amend Section 2 of Ordinance 85-51 by
increasing appropriations as follows:

Funding for the project shall be provided from the unappropriated
fund balances and unencumbered project balances of the Hilo Sewer
Fund III-A, Kulaimano Sewer System Fund and the Kawaihae-Puako Sewer
System Fund. Bills 194 , 195 , and 196 provide the vehicles necessary
to funnel the funds into the accounts listed above .
The changes being implemented are based on recommendations by the
Auditor 's Report .
Pursuant to Section 10-8, Hawaii County Charter , the Council , by
ordinance , may make supplemental appropriations for the year up to
the amount of available revenues .
Your Committee on Finance concurs with the intent of Bill 193 and
recommends that it pass first reading.
