Your Committee on Finance, to which was referred 'Bill 182, reports as
follows:
The purpose of Bill 182 is to amend Ordinance 85-52, the Operating
Budget, by increasing revenues by $60 ,000 in the Sewer Fund 's Account
#3609 .10 , Fund Balance from Previous Year , and appropriate same to
Odor , Maintenance Management and Privatization Study Account .
The monies will be used to implement a sewer plant study for odor
control , maintenance management and privatization. An account number
for the study will be developed by the administration within the
Sewer Fund.
During Committee discussion, the Chief Engineer requested the
Committee to reduce the appropriation from $60 ,000 to $30 ,000 and to
focus the study on odor abatement. He explained that because 24 days
are needed before studying any benefits , attempts to convince
chemical vendors to provide their suggested antidotes on a trial
basis has been unsuccessful . The Committee agreed with the Chief
Engineer and amended Bill 182 by reducing the amount listed in
Section 1 from $60 ,000 to $30 ,000 and changing Section 2 to read as
follows:

Pursuant to Section 10-8 , Hawaii County Charter , the Council, by
ordinance, may make supplemental appropriations for the year up to
the amount of available revenues .

Your Committee on Finance concurs with the intent of Bill 182 and
recommends that it pass first reading.
