REPORT OF THE COMMITTEE. ON FINANCE Date: April 29 , 1986 Place: Councilroom Time: 9 :00 a . m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance , to which was referred Communication 489 , reports as follows: The purpose of Communication 489 is to encourage the County Council to consider the executive pay plan increases with specific attention to the Prosecuting Attorney's Office . In the communication, the Prosecutor points out that their deputy attorneys are among the poorest paid in the State of Hawaii . Therefore, recruitment and retention of qualified and experienced deputies have become difficult. He goes on to say that his office has had extreme success in prosecuting organized crime figures due to hard work by dedicated. prosecutors . The communication further points out disparities in salaries between the Hawaii and Kauai Counties of as much as $6,000 per year . An additional communication dated April 28 was submitted by the Prosecuting Attorney showing the comparison of the salaries of the deputy prosecuting attorneys with that of the Public Defender 's Office . In Committee discussion, the Prosecuting Attorney expounded on his communication citing the difficulty in recruiting and retaining deputies due to the depressed salary schedule . He further stated that he has suffered the loss of three experienced deputies in 1985 and two other experienced members may be leaving soon . He further stressed his point by indicating that his referrals from the police have been averaging 800 cases per month making it necessary for his deputies to work 60 plus hours a week and 80 plus hours on crime cases .
