Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 153 , reports as follows: The purpose of Bill 153 is to amend Chapter 2 , Article 25 , Hawaii County Code , relating to appropriation of funds to non-profit organizations, by clarifying and strengthening the procedures for grant awards to non-profit organizations and to establish a minimum annual amount for appropriation to qualified non-profit organizations . In Committee discussion, amendments to the bill were made , based on public testimony at the Council meeting of April 9 , 1986 , that culture and the arts and educational activities not be deleted for potential funding by the County, though economic, scientific and agricultural concerns be deleted because of other available funding . Draft 2 was prepared citing those changes that would occur by the incorporation of the following amendments: Page 2, Section 2-137 , Eligible organizations , (a ) ( 3) to read: "The service or activity to be provided by the nonprofit organization, and funded by the County, shall address educational [ , economic, scientific , or agricultural] concerns , culture and the arts , the needs of the poor , youth , the aged, those with physical or emotional disabilities , victims of crimes , or victims of health or social crises as may be determined by the County. " Page 3, Section 2-138, Conditions for grants or purchase of service agreement, (a ) (1 ) , delete the entire paragraph and substitute "Employ and appoint persons on the basis of merit and ability. " Page 4 , Section 2-138 (a ) (5) , to read: "Allow the director , the committees of the council and their staffs , and the legislative auditor [ full] access to records , reports , files , and other related documents in order that the program, management , and fiscal practices of the nonprofit organization may be monitored and evaluated to assure the proper and effective expenditure of public funds . " FC REPORT No , 161 ADOPTED : tl Y 7 1986 .F „ . . 111 III FC- 1-61 Page 2 April 29 , 1986 Your committee feels that the amendments would better reflect the nepotism definition with regard to the hiring of employees . By removing the word "full", as cited in the third amendment, confidential protection will be provided for the clients of the agencies that now deal in sensitive personal areas .
