Your Committee on Finance, to which was referred Resolution 169-86 ,
reports as follows:
The purpose of Resolution 169-86 is to amend Salary Ordinance 85-53
as follows :
Section 8 .09(b ) Recreation Division, Department of Parks and
Recreation:
1 . Delete oneP osition of Recreation Instructor SR-9
2. Add one position of Ocean Park Information Assistant SR-11

Section 8 .09 (b ) Recreation Division, Department of Parks and
Recreation:
1 . Add two positions of Recreation Instructor (1/2 time ) SR-9
The changes will result in the creation of the following positions:
A) 1 Ocean Park Information Assistant SR-11 at $13 ,812 a year
B) 2 Recreation Instructors SR-9 (1/2 time ) at $12,396 a year
and will result in the deletion of:
A) 1 Recreation Instructor SR-9 at $12,396 a year
The attached justification report 'for the Ocean Park Information
Assistant position, as listed in "A" , cited that the Water Recreation
Supervisor must inspect the various water facilities and therefore is
unavailable to tour guests through the center . It also stressed the
high rate of turnover and training time now experienced with the
contractual employees as reasoning for the new permanent position .

With regard to the two half-time recreation instructors, the report
cited that the amendment will not change the current position
description nor the cost because of the deletion of the same full
time recreation instructor position .
Pursuant to Section 3-14 , Hawaii County Charter , interim amendments
to the Salary Ordinance may be •made by resolution .
Your Committee on Finance concurs with the intent of
Resolution 169-86 and recommends its adoption .
