Your Committee on Finance, to which was referred Resolution 161-86 ,
reports as follows:
The purpose of Resolution 161-86 is to amend the Salary Ordinance
No . 85-53 as follows:
Section 8 .08 (e ) Wastewater and Solid Waste Division,
Department of Public Works .
1 . Transfer from Section 8 .08 (c ) , Engineering and Surveys
Division, one position of Real Estate Officer SR-21 and
reallocate to Accountant I SR-15 .
2. Transfer from Section 8 .08 (b-1 ) , Building Division ,
South Hilo and Puna, one position of Mason WB-10 and
reallocate to Sewage Plant Maintenance Mechanic WB-12 .
3 . Add one new position of Sewage Plant Maintenance Mechanic
Helper WB-5 .
The changes will result in annual cost savings of $4,464 for Item 1 ,
cost increase of $1 ,056 for Item 2 and $14 ,952 for Item 3. The
report justified the adjustments citing that the workload and
responsibilities have necessitated the need for an additional
position to oversee administrative functions for Item 1 . With
regards to Items 2 and 3 , the report cited a mandate by the Health
Department requiring the development of a physical plant maintenance
management system, inventory control , and work order system. Further
justification cited the continuing and intensive maintenance needed
due to the 20-year age of the plant .

Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Salary Ordinance may be made by resolution .
Your Committee on Finance concurs with the intent of
Resolution 161-86 and recommends its adoption .
