Your Committee on Finance , to which was referred Resolution 163-86 ,
reports as follows:
The purpose of Resolution 163-86 is to transfer $4,000 from the
General Fund 's Contingency Account #010-911-5911 ® 13-341 and credit
same to Account #010-505-5505 .71-115 , Paauilo Park Pavilion
Construction .
The Paauilo Hongwanji Seinen Kyodan has offered the necessary
manpower to erect a pavilion at Paauilo Park should the County
provide the materials and plans . They have also offered to store the
materials on their property until the building is completed . The
$4,000 appropriation is to be used for design and purchase of the
materials .
Your Committee was made aware that similar accomplishments have
worked well for the Volcano and Kalapana Community organizations . In
retrospect, concern was expressed for the potential liability
exposure and the Parks and Recreation Director was requested to
clarify the situation about liability insurance during the
construction period .
Pursuant to Section 10-9 , Hawaii County Charter , the Council , by
resolution , may transfer part or all of any unencumbered
appropriation balance .
Your Committee on Finance concurs with the intent of
Resolution 163-86 and recommends its adoption .
