Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 153 , reports as follows : The purpose of Bill 153 is to amend Chapter 2, Article 25 , Hawaii County Code , relating to appropriation of funds to non-profit organizations, by clarifying and strengthening the procedures for grant awards to non-profit organizations and to establish a minimum annual amount for appropriation to qualified non-profit .organizations . The bill proposes to establish a Council policy whereby at least $250 ,000 of County funds would be made available to non-profit organizations providing human services . Amendments to existing procedures include the establishment of specific deadlines for public notification, application submittal , and award notifications . The scope of services for which funding is to be considered has been limited to services or activities which address the needs of the poor , youth, the aged, those with physical or emotional disabilities , victims of crime , or victims of health or social crises . Services or activities which address educational , economic, scientific or agricultural concerns , and culture and the arts have been omitted from consideration . With respect to the selection process , Bill 153 proposes procedures whereby the administration would submit all qualifying applications to the County Council for review and appropriation . Bill 153 proposes to repeal the provisions which prohibit an organization from receiving both a grant and purchase of service agreement . FC REPORT NO, 147 ADOPTED: APR 9 1986 • „or, wF 411 FC- 147 Page 2 March 24 , 1986 In order to insure proper accountability and responsibility, a new section has been added regarding accounting procedures and reporting requirements . Provisions have been added to allow the Director of Finance to adopt rules as may be necessary to meet the requirements of this article .
