Your Committee on Finance , to which was referred Bill 135, reports as
follows:
The purpose of Bill 135 is to amend Ordinance 85-52, the Operating
Budget , by increasing revenues in the General Fund Account #3301 . 13 ,
Federal Grants - CZM, in the amount of $77,764 and appropriate same
to the following General Fund accounts :

In committee discussion , concern for creating new permanent positions
within the CZM program was cited. The Planning Director reassured
the committee that the positions are temporary , 90 days or less
employment, and will be used in developing a shoreline access
ordinance . The committee further requested a report to be submitted ,
when completed, with their findings .
Pursuant to Section 10-8, Hawaii County Charter , the Council , by
ordinance, may make supplemental appropriations for the year up to
the amount of available revenues .
Your Committee on Finance concurs with the intent of Bill 135 and
recommends that it pass first r, ung .
