Your Committee on Finance , to which was referred Bill 134, reports as
follows:
The purpose of Bill 134 is to amend Ordinance 85-52, the Operating
Budget , by increasing revenues in the General Fund as follows :

The committee cited concern over the Gramm-Rudman legislation and the
effects it will have on social programs , such as these . The Finance
Director explained that a 4.6 percent to 4.9 percent cut to programs ,
such as these , looked very possible at this time . After hearing of
the likely decrease in funding, one of the committee members
commented that the agencies should prepare for the Federal cuts .
Pursuant to Section 10-8, Hawaii County Charter , the Council , by
ordinance , may make supplemental appropriations for the year up to
the amount of available revenues .
Your Committee on Finance concurs with the intent of Bill 134 and
recommends that it pass first reading.
