Your Committee on Finance, to which was referred Bill 99, reports as
follows:
The purpose of Bill 99 is to amend Ordinance 85-51 , relating to
public improvements and financing thereof for fiscal year 1985-86 by
deleting (bracketed) the following and adding (underscored) the
following:
DEPARTMENT OF PUBLIC WORKS
Hilo City Roads [$117 ,000 .00] $87 ,000
Komohana Street Resurfacing [$66,000.00] $96 ,000
$183 ,000
This bill will redirect $30,000 from the Hilo City Roads Account to
the Komohana Street Resurfacing Project . Funds for these projects
are to come from the 1982 Series A Bond issue. Its redirection will
result in no change .
In Committee discussion, the Chief Engineer indicated that the
shifting of funds was due to the difficulty incurred in estimating
future bids because of the following reasons:
1) Unaware of economy and building climate at time
of bid .
2) Unsure of changes in requirements of the Feds when
using Federal funds .
Your Committee on Finance concurs with the intent of Bill 99 and
recommends that it pass first readin
