HomeMy WebLinkAboutREP FC 097 11/12/1985 1984-1988 ® REPORT OF THE COMMITTEE ON FINANCE Date: November 12 , 1985 Re: "Comm. 339 Place: Councilroom Time: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 98, reports as follows: The purpose of Bill 98 is to amend Ordinance 85-51 relating to public improvements and the financing thereof for fiscal year 1985-86 ' by adding the following projects: DEPARTMENT OF PUBLIC WORKS 1 ) Komohana Street Resurfacing $ 59,190 2) Kawaihae Road Resurfacing 47 ,445 3) Contingency 97 .000 $203 ,635 4) Keopu Heights Subdivision $380,000 Funding for these projects shall be provided from the General Fund balance of the above figure ; $203 ,635 is needed for anticipated costs in excess of the engineers ' original estimates (Items 1-3) . In addition to these unanticipated costs , additional funds of $380 ,000 ( Item 4) will be needed to cover improvement costs for Keopu Heights Subdivision. In securing these funds , Bills 99 , 100 and 101 is provided to accomplish these means . In Committee discussion, concern for the cost overruns on the Keopu Heights project sufaced. The Chief Engineer cited the following reasons for the overruns : 1 ) $100,000 portion of an earlier appropriation which was thought to be for Public Works use was in actuality appropriated for the Department of Water Supply. 2) $42,000 in court costs for the condemnation acquisition of the Greens property. 3 ) Rights of entry agreements for the appurtenances of the flood channel . 4) Delays and obstacles forcing the contractor to move from one site to another till obstacles were cleared . FC REPORT N0 , 97 ADOPTED : OV 2 0 19N5 4- e. 0 0 FC- 97 Page 2 November 12, 1985 In response to Committee questions, the engineer cited that he estimates the total cost to bring the channel up to County standards will be approximately $l million and plans to incrementally complete it over the next four years .
