Your Committee on Finance, to which was referred Bill 82, reports as
follows:
The purpose of Bill 82 is to amend Ordinance 85-51 (the Capital
Budget) by specifically amending Section 1 by increasing the Capital
Projects Fund - General Obligation Bonds by the following amount:

and amending Section 2 by adding the following project:

South Kohala Fire Emergency $1, 100,000
Station and Advance Life Support Vehicle
During previous discussion, it was stressed that three major hotels
in the South Kohala area, Mauna Kea, Mauna Lani , and the
Sheraton Waikoloa, have asked the County to float the $1 .1 million in
bonds for a fire station and advanced life support vehicle. In turn,
these hotels will contract with the County to service the payments
and eventually retire the bonds.
The proposed site will be on land donated by Mauna Lani Resort
adjacent to the Queen Kaahumanu Highway. Construction is anticipated
to commence in 1986 and be completed sometime in 1987. Upon its
completion, the land and improvements will be deeded to the County at
which time the County shall be responsible to further equip,
maintain, operate and man the fire station.

Pursuant to Section 10-6 (d) , Hawaii County Charter, the Council, by
ordinance, by two-thirds vote, may amend the Capital Budget .
Your Committee on Finance concurs with the intent of Bill 82 and
recommends that it pass second reading.
