Your Committee on Finance, to which was referred Communication 220,
reports as follows: .
The purpose of Communication 220 is to approve or reject a request
by Parks & Recreation Director, Pat Engelhard, to allow the West
Hawaii Youth Council to occupy the office at Hale Halawai .
Previously, Department De artment of Parks & Recreation had asked the
Police Department and Liquor Control Department to occupy this
office space in hopes of curtailing vandalism and other illegal
activities .

Comments made in committee discussion cited a need for
lighting at the complex to aid in dealing with vandalism. The Chair
recognized this as a positive recommendation and supported
correction of this problem.
Pursuant to Section 2-119A of the Hawaii County Code, the Council
may, after consulting with the Chief Engineer , ask the Director of
Finance to issue a permit through negotiations for the temporary
occupancy of County-owned interest under such conditions which will
serve the best interestsof the County.
